I have a Premier XPK bass drum that I wish to use a Mapex Tom with.. I can just buy a mapex holder and clamp it to my cymbal stand But i have a chance to buy a newish but cheap Premier double tom holder... does anyone know if the Premier holder will accept the mapex tom?

They are, and are quite narrow. Don't think it'll work with a Premier arm.

It wont fit. I've tried an Orion tom on a Premier holder and the Premier L arm is too thick and it's round. As pointed out the Mapex arms are hex and also thinner.
No help to you, but a Mapex holder takes a Premier tom.
I cant compare the ball arm sizes as I'm hundreds of miles from home.

You could change the tom mount block to a Premier 392-35 one, which would be far superior to the Mapex one. That would obviously fit the double Prem tom holder and give more adjustment verstility than the Mapex one does. There are several 392s on ebay most of the time.

Gibralter do a number of different replacement Ls. There was a compatability chart on their website - with all the different measurements. It takes a bit of digging to find it though.

It suggests that Premier and Mapex are both 10.5 mm ( I know the older Premier ones were thicker though )

I recently tried a Premier Artist tom on a Mapex spike and it fitted perfectly.

Yes, probably to save weight but the corners will be 10.5.

Sitting on top of the mountain isn't the most interesting bit of the climb. Sitting at the bottom aint much fun either.
